Austrian regulator RTR has published draft auction conditions for the second 5G auction planned for the spring 2020. The auction design is innovative in incorporating bonuses as investment incentives. The pool of frequencies for sale includes: 6 blocks in the 700 MHz band, 12 blocks in the 2100 MHz band and 8 blocks in the 1500 MHz band.

All Slovenian MNOs exceed network coverage obligations imposed after the spectrum auction
Slovenian regulator AKOS has found that all three mobile network operators (MNOs) in the country exceed the coverage obligations which were imposed by the regulator’s decisions following an auction for allocation of radio frequencies. AKOS annually monitors the compliance of operators with those obligations. AKOS has also published a detailed compliance report for the coverage in the 900 MHz band and over 1 GHz.
Slovak regulator confirms schedule for 5G auction in 700 MHz
Slovak regulatory authority RU has informed that the preparatory works for the 5G auction in the 700 MHz band proceed in line with the schedule to meet the deadline set by the EU decision for the release of the spectrum. The 694-790 MHz band has been used for the digital terrestrial TV (DVB-T) so far. As agreed in the EU, the band shall become available for 5G mobile broadband by 30 June 2020.
Czech regulator consults on 5G auction conditions
Czech regulator CTU has published draft conditions of the prepared auction for frequencies in the bands 700 MHz and 3.5 GHz. Based on the proposal, operators shall compete for a total of 60 MHz in the 700 MHz band and 200 MHz in the 3.5 GHz band. CTU has selected SMRA (Simultaneous Multi-Round Auction) as the auction format. The minimum proceeds are expected at CZK 6.3 billion.

Germany ends 5G auction with over EUR 6.5 billion proceeds
Germany has ended the 5G auction for frequencies in the bands 2 GHz and 3.6 GHz with the proceeds totalling more than EUR 6.5 billion. In total, the regulator BNetzA awarded 420 MHz to the operators: Drillisch Netz, Telefónica Deutschland, Telekom Deutschland and Vodafone.
Norway awards 5G licences
The Norwegian Communications Authority (Nkom) awarded 20-year licences for the spectrum in the 700 MHz and 2.1 GHz bands to three operators: Ice, Telia and Telenor. The auction last only from 3 to 5 June. Its total proceeds amount to NOK 735.057 million.
Switzerland deals with cantons’ moratoria on 5G networks
In February 2019, Switzerland successfully distributed attractive frequencies for the next generation mobile broadband networks. Operators have been preparing themselves for the launch of 5G as early as possible. However, some cantons have imposed moratoria for construction of 5G networks due to health concerns.
GSMA warns some spectrum auctions artificially inflate prices
The industry association GSMA, representing interests of mobile operators worldwide, warns that artificially inflating prices in some 5G spectrum auction threatens quality and affordability of mobile services. To help governments and regulators guarantee affordable, high quality mobile connectivity from spectrum awards GSMA has published the Auction Best Practice paper.
