All Slovenian MNOs exceed network coverage obligations imposed after the spectrum auction

Slovenian regulator AKOS has found that all three mobile network operators (MNOs) in the country exceed the coverage obligations which were imposed by the regulator’s decisions following an auction for allocation of radio frequencies. AKOS annually monitors the compliance of operators with those obligations. AKOS has also published a detailed compliance report for the coverage in the 900 MHz band and over 1 GHz.

On 26 May 2014 Slovenia awarded licences for usage of frequencies in the bands 800 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz to the operators Simobil (currently A1 Slovenia), Telekom Slovenia and Tušmobil (now Telemach).  The licence award decisions included also the following coverage obligations:

  • in each band below 1 GHz to cover 75% of the population within three years;
  • using any allocated band of the frequency spectrum above 1 GHz to ensure coverage of 25% of the population after three years and 40% of the population after five years;

The regulator AKOS concludes that as of the beginning of 2019, all mobile operators significantly exceeded the coverage obligations both for the 900 MHz band, with which each operator is already covering over 99% of the population, as well as for the radio frequency spectrum above 1 GHz, where the largest coverage is with LTE networks (87.62% A1 Slovenia, 90.82% Telemach, 96.37% Telekom Slovenia).
