Team Specure with its subcontractor Coleago Consulting delivered a complex multi-band frequency auctions of 4G mobile services in Podgorica, Montenegro. The auction was a Combinatorial Clock Auction (CCA).
The auction itself was divided into 2 separate auctions – a pre-auction and the main auction. The pre-auction consisted of:
- two blocks of 2x5MHz in one category in the 800MHz band
- six blocks of 2x5MHz in two categories in the 900MHz band
- twelve blocks of 2x5MHz in two categories in the 1.8GHz band
- six blocks of 1x5MHz and nine blocks of 2x5MHz in two categories in the 2GHz band
- four blocks of 2x5MHz in one category in the 2.6GHz band
The main auction consisted of:
- six blocks of 2x5MHz in two categories in the 800MHz band
- five blocks of 2x5MHz in one category in the 900MHz band
- eleven blocks of 2x5MHz in one category in the 1.8GHz band
- four blocks of 1x5MHz and three blocks of 2x5MHz in three categories in the 2GHz band
- ten blocks of 1x5MHz and fourteen blocks of 2x5MHz in two categories in the 2.6GHz band
Specure and the associate consultants provided a full-package consultancy services related to a successful preparation and delivery of the frequency auction, including:
- Spectrum valuation
- Advisory on the most appropriate auction format and auction setup
- Auction rules and Information Memorandum
- Software customisations, Several on-site and off-site workshops
- Software testing
- Support in responding to questions from the bidders
- Training for EKIP and the two participating bidders
- conducting the mock auction and the live auction – on-site support, administration of the auction software and ad-hoc advisory
