Specure works on two things: delivering spectrum auctions, and measuring the quality of internet access service. Our clients are national telecom regulators, and almost nobody else.
Who we are
Specure GmbH is a private company established in October 2014 in Vienna and operating under Austrian law. Since then we have worked with telecom market regulators across Europe, Africa and the Gulf on the parts of their job that need software built for the purpose.
We are deliberately small. On an auction project you deal with the people who implemented the rules, not with an account manager relaying questions to a team you never meet. We also rely on a worldwide partner network, which is how a company this size delivers on the ground in places it is not based.

The Electronic Auction System
Our auction platform has been used in spectrum awards across Europe and Africa, and is the foundation of twelve auction projects. We deliver the software, the format implementation, the testing, the mock auctions and the support through the live event.
Quality of service
Open Nettest
Regulators in and beyond Europe use Open Nettest as a standard measurement, monitoring and reporting tool. The code is open, which is why fifteen countries now run national measurement services built on it.

Who we work with
Complex auctions are rarely delivered by one firm alone. We work alongside specialist consultancies: Auctiometrix, a spin-off of Erasmus University Rotterdam advising on auction design and bid strategy, and Coleago Consulting, among the leading advisers on spectrum valuation and bidding strategy, and KPMG. Belgium, both Finnish auctions, Montenegro’s 2022 award and the Portuguese consultancy were delivered with the first; Tanzania and Montenegro’s 2015–17 auction with the second; and both Croatian auctions as a consortium with the third. EKIP in Montenegro has run an auction with each of the first two.
If you advise regulators yourself, our partnership programme works the other way round: you lead the client relationship and we supply the platform and the delivery experience.
