Beyond a speed number
Speed matters, but it is not what makes a connection usable. Most public speed test tools stop at download and ping. Open Nettest measures the parameters that determine whether a video call holds up, alongside Quality of Service tests for VoIP, web page loading and DNS resolution, and open internet compliance.

Three parts
Crowdsourcing apps
Native apps for Android and iOS, desktop apps for Windows, macOS and Linux, a browser client, and a CLI for scripted and scheduled testing. Every platform runs the same methodology, so results are comparable across all of them.
Regulatory portal
Restricted to authorised users: complete access to the measurement data, plus platform monitoring and configuration. Where oversight of every operator in the market actually happens.
Kibana dashboards
Raw measurement data as dynamic visualisations. Custom dashboards, advanced search and filtering, real-time exploration and automated report generation.
A measurement nobody can dispute.
A regulator’s measurement data is only worth what its independence is worth. Our measurement servers sit at internet exchange points outside operator networks, so no operator is in a position to shape the result of a test of its own network.
The methodology is open source and published on GitHub. Anyone — an operator disputing a finding, a journalist, a court — can read exactly how a number was produced. That is a harder position to argue with than a proprietary black box, and it follows BEREC’s recommendations on QoS measurement.

The codebase regulators converge on
Open Nettest grew out of RTR-Netztest, the Austrian regulator’s own open-source measurement tool, which we have developed since 2019. Because the code is open, regulators across Europe have built their national measurement services on it — some with us, some entirely independently. Fifteen countries now run on this codebase.

National measurement services built on this codebase, per the overview RTR publishes; ComReg in Ireland is listed there as planned. Not all of these were delivered by Specure — that is rather the point of publishing the code. The nine deployments we built, and the three we still operate, are on our references page.

Because the platform is open source, you are not obliged to buy it from us. Which is, on balance, the strongest argument for doing so.
Turnkey, by us
We configure the system, deploy the infrastructure and hand you a running service, then provide ongoing support, updates and custom feature development. Implementation in days rather than months.
Self-implementation
Take the complete source from GitHub and run it yourself. Some of the services in the table above were built exactly this way.
Third-party
Work with your own technology partners or an existing supplier, on the same codebase.
Nine deployments, three still ours to run
We have delivered measurement platforms for regulators in Austria, Bahrain, Montenegro, Norway, Serbia, Slovakia, Slovenia and Albania, and built the QoS platform for MoQoS, an EU project co-financed by the Connecting Europe Facility.
Three of those are under current contract: RTR in Austria, Nkom in Norway and EKIP in Montenegro — the last of which has also run two spectrum auctions with us.

Verifying coverage claims
RTR needed reliable, independent data on mobile coverage and quality across Austria’s difficult geography, at a point when operators were making increasingly bold coverage claims. Alongside the public platform, we run professional drive tests that verify those claims independently — and we added 5G support and continuous signal measurement to the open-source code along the way.
