Since 2014 we have run spectrum auctions and built internet quality monitoring platforms for regulatory authorities in fifteen countries. Every project below was delivered for a national regulator or a European institution.

UKE · 2025
UKE’s second auction with Specure, four years after the 3.4–3.8 GHz award.
Croatia
HAKOM · 2022–2023
HAKOM’s second multi-band award with Specure, following the 2020–2021 auction.
Montenegro
EKIP · 2022
EKIP returned to Specure five years after the combinatorial clock auction we ran for them in Podgorica.
Nigeria
NCC · 2021
Nigeria’s first 5G spectrum award, and the largest auction we have run outside Europe. The NCC engaged us again the following year.
Croatia
HAKOM · 2020–2021
Croatia’s first 5G spectrum award drew nine applicants. All three national mobile operators won 700 MHz and 3.6 GHz spectrum, and the 15-year licences were issued a month after bidding opened.
Belgium
BIPT · 2018–2022
A four-year project, not by design: Belgium spent much of it without a functioning federal government, and new legislation had to pass before the auction could proceed. We stayed engaged throughout, and the award completed in 2022.
Finland
Traficom · 2019–2020
Delivered under Traficom’s four-year framework contract. The live auction ran in June 2020.
Portugal
2019–2020
A consulting engagement rather than a delivery: workshops on and off site, ad-hoc advice, and a recommendation on the most appropriate auction format. The scope covered regional and national bands, the existing legal constraints, and optimal spectrum use for 5G.
Poland
UKE · 2018–2021
Our platform was customised to UKE’s own auction rules and to Polish legislation.
Finland
Ficora, now Traficom · 2018
The first award under the framework contract, run to auction rules set by the responsible ministry rather than a standard format.
Tanzania
TCRA · 2018
One of the few African spectrum auctions to sell every block on offer. A local Tanzanian company entered the market for the first time and won spectrum to build a new 4G network.
Montenegro
EKIP · 2015–2017
A complex multi-band CCA for 4G mobile services, run in Podgorica. The auction Zoran Sekulic described as implemented “without mistakes and any appeal proceeding”.
Montenegro
EKIP · since 2019
EKIP Nettest, the Montenegrin regulator’s public measurement service, which we still run for them. EKIP is one of two authorities that have engaged us on both sides of our work — two spectrum auctions and a monitoring platform.
Bahrain

A platform that continuously assesses the quality of service of the country’s most widely used broadband packages, on both fixed and mobile networks, with results published to a public portal.
Austria
RTR · since 2019
An ongoing engagement on RTR-Netztest, the Austrian regulator’s measurement tool. We added 5G support and continuous signal measurement, and run independent drive tests to verify operator coverage claims. The source code is public.
MoQoS
European Union · 2017–2018
Measurement of Quality of Service — a project co-financed by the Connecting Europe Facility to help national regulators publish and reuse open data on broadband quality. The platform follows BEREC’s recommendations on QoS measurement.
Albania
AKEP · 2022
We delivered the initial deployment of AKEP Nettest for the Albanian regulator. The programme was not taken further.
Slovakia

Delivered as RÚ MobilTest and meracinternetu.sk, built on our open-source measurement stack.
Norway
NKOM · since 2016
Delivered as Nettfart Mobil for the Norwegian Communications Authority, and maintained by us since — including the move to 5G.
Serbia
RATEL · 2015
Delivered as RATEL NetTest for the Regulatory Agency for Electronic Communications and Postal Services.
Slovenia
AKOS · 2014–2015
Delivered as AKOS Test Net for the Agency for Communication Networks and Services — our first regulator measurement platform, and the start of the Open Nettest line. The platform is still in service; our involvement ended with the delivery.
